Diplomats and national representatives from all over the world are getting ready to land in the land of Lord Jagannath as the Utkarsh Odisha: Make-in-Odisha Conclave 2025 draws to a close. The event is set to take place at Janata Maidan on January 28 and 29.
Utkarsh Odisha is expected to be more targeted and focused than previous investment summits, so it will be different in many ways. The massive event will be officially inaugurated by Prime Minister Narendra Modi tomorrow (January 28), after CM Mohan Majhi does so today.
Financial experts are quite optimistic about securing significant investment pledges from prominent business leaders worldwide, as conditions appear favourable. The investment summit will likely attract many Indian and international investors.
Important Participants in the Mega Business Summit:
In addition to PM Modi's stately presence, the mega business event is expected to draw over 5,000 national and international industry leaders, including Anil Agarwal, Sajjan Jindal, Naveen Jindal, Karan Adani, Kumar Mangalam Birla, and TV Narendran, as well as envoys from the participating nations, investors, startup entrepreneurs, and industry stakeholders.
Big businesses like the Adani group, Tata, and Reliance have also been invited. The grand event is expected to draw 7,500 industrial delegates in total.
The event's main focus:
The sectors that create jobs are the focus of the 2025 Make in Odisha Conclave. Investments in particular sectors, including information technology, renewable energy, chemicals and petrochemicals, and food processing, will be the main focus of the event. The state hopes to raise Rs 5 lakh crore in investments through this summit, and about 100 Fortune 500 companies have been invited.
In order to place Odisha among India's top five economies, the state government will also prioritize employment-generating sectors in this edition, including manufacturing, textiles, renewable energy, green hydrogen, green ammonia, and shipbuilding and repair. At least 15 targeted sessions will be held during the event to examine opportunities and address issues in a variety of sectors.
Investment Proposals and Job Creation:
Utkarsh Odisha is also expected to help the state create jobs in varied sectors. Earlier, the Odisha government approved significant investment proposals worth Rs 44,793 crore across five key sectors, including refinery and petrochemicals, green energy equipment, biotechnology, steel, and chemicals. These investments are expected to generate employment opportunities for over 23,000 individuals.
Notable Projects Included:
1. Indian Strategic Petroleum Reserves Limited will invest Rs 8,743 crore in the state to set up a 4.00 MMT crude oil storage facility at Jajpur, generating 5,130 jobs.
2. Inox Solar Limited will invest Rs 4,000 crore in Dhenkanal to establish a solar module and photovoltaic cell manufacturing unit, creating 3,400 jobs.
3. ACME Cleantech Solutions Pvt. Ltd. is planning to invest Rs 4,050.03 crore in Cuttack for a sustainable protein manufacturing plant focused on mushroom root fermentative protein, creating 3,475 jobs.
4. Tata Steel Limited will expand its operations with a Rs 26,175 crore investment in a 2.2 MTPA cold rolled and coated steel products facility and a 2 MTPA plate mill in Jajpur, which will create 8,000 jobs.
5. Himadri Green Technologies Innovation is going to invest Rs 1,825 crore in Cuttack to set up a mineral oil and tire recycling products facility that will generate 3,000 jobs.
Chief Minister Mohan Charan Majhi’s Remark:
“The approval of these significant projects before Utkarsh Odisha 2025 highlights our state’s growing industrial strength. These investments will create thousands of jobs and directly benefit the people of Odisha. Our focus is to ensure Odisha remains a top investment destination, driving sustainable progress and prosperity,” remarked CM Mohan Majhi.
CM Majhi also emphasized that the conclave will serve as a milestone in creating a robust economic and industrial foundation for Odisha, which is aspiring to rank among the top five economies in India. Notably, over the last six months, Odisha has approved investments worth Rs 2.4 lakh crore.
Global Participation: Countries to Attend Make In Odisha Conclave 2025
The Utkarsh Odisha - Make in Odisha Conclave 2025 is set to attract significant global participation, with representatives from at least 16 countries, including Singapore, Australia, Malaysia, Japan, the US, UK, Germany, Poland, Cuba, South Africa, UAE, and Venezuela.
This year’s edition will adopt a more focused approach, emphasizing sector-specific investments. The conclave will highlight key sectors such as IT, renewable energy, chemicals, textiles, and food processing, with top-20 companies from each sector expected to participate. The event is designed to broaden Odisha’s industrial horizon beyond its traditional strengths in metals and minerals.
Security Beefed Up for Utkarsh Odisha:
Security arrangements and preparations are in full swing at Janata Maidan in Bhubaneswar for the Utkarsh Odisha - Make in Odisha Conclave 2025. Security, protocol, crowd control, and traffic management plans have been chalked out while continued surveillance is being operated to ensure smooth proceedings, informed Bhubaneswar-Cuttack Police Commissioner Suresh Dev Datta Singh.
Make in Odisha Conclave to Contribute to India's Overall 'Make in India' Campaign:
The Make in Odisha Conclave directly contributes to the national 'Make in India' initiative launched by the Indian government in 2014 by attracting investments and fostering industrial development within the state.
It aligns with the broader national goal of boosting domestic manufacturing, creating jobs, and enhancing India's global competitiveness as reported by Invest India, the national investment promotion agency.
Previous Investments and Economic Impact:
The state’s previous investment summits, known as the 'Make in Odisha Conclave,' held in 2016, 2018, and 2022, have set a strong foundation for Odisha’s economic growth. The 2025 conclave is expected to build on this momentum, further establishing Odisha as a major industrial powerhouse in Eastern India.
Local Entrepreneurship and Recognition
The Utkarsh Odisha Conclave 2025 will also recognise local entrepreneurship through the ‘60 Under 40’ initiative. This program will honour 60 young entrepreneurs, each under 40 years of age, representing each of Odisha’s 30 districts. This recognition is part of the state’s commitment to the ‘vocal for local’ campaign, aiming to encourage and support local entrepreneurship and innovation.
